How happy hour works in Hong Kong
Hong Kong’s happy hour is a commercial habit with no statutory clock. The licence says when alcohol may be sold. The discount is whatever the bar wrote on the board that week.
The custom
After work in Central, Admiralty, Wan Chai, Tsim Sha Tsui, and increasingly Kennedy Town and Sai Ying Pun, the window is crowded and early. A typical board runs from 4 or 5 until 8 or 9, sometimes “all night” on a quiet weekday. House spirits, draught beer, and house wine are the usual discounted items. Cocktails and anything premium often are not. Two formats sit side by side and are not the same offer: half-price (you save on one glass) and 1-for-1 (you save only if two glasses are ordered). Read which one is printed.
Happy hour is not only an expat custom. Local restaurants run it, hotel bars run it, and a dai pai dong does not. The Atlas is the first two.
The licence and the 10%
Selling liquor for drinking on the premises requires a liquor licence from the Liquor Licensing Board. The licence can limit selling hours. Premises in a residential building are often barred from selling between 11 p.m. and 7 a.m. A bar in a commercial block often is not. There is no rule that sets happy-hour hours, and no rule that forbids 1-for-1.
A 10% service charge is the usual restaurant practice, not a tax. The Consumer Council has had to remind restaurants to say whether that 10% is calculated on the original price or the discounted price. The Atlas notes that listed prices are before the usual service charge. Ask which base the venue uses. Rounding the bill up to the next dollar is another complaint; it is not supposed to happen unless you were told before you ordered.
The drinking age on licensed premises is 18.
What the Atlas does not check yet
A Hong Kong deal line does not record whether service is charged on the happy-hour price or the full price, or whether the deal is bar seats only. Both are common. The 1-for-1 is stored as a package, which is right.
