HAPPY HOUR ATLAS

How happy hour works in Japan

Japan does not ban a happy hour, and most of the country does not use the word. In Tokyo the posted window lives in hotel bars. The izakaya around the corner has a price, not a clock.

The custom

A neighborhood izakaya charges one price all night and brings an otoshi, a small plate you did not order and cannot refuse. That is not a happy hour. The timed discount — “happy hour” or ハッピーアワー — is a hotel-bar product: Ginza, Roppongi, Shibuya, Akasaka, Marunouchi, Shinagawa. It usually runs from about 3, 4, or 5 until 7 or 8, before a cover charge or the dinner seatings begin. The list is house cocktails, a highball, beer, and a glass of wine, sometimes with a short food menu.

Nomihodai, all-you-can-drink for a set time, is a different product. It is a package, not a per-glass price. A Friday brunch free-flow is the same shape. The Atlas stores those as packages so they do not rank as a cheap cocktail.

You must be 20. Tipping is not expected. Shibuya restricts drinking on the street around the station in the evening; the bars in the Atlas are licensed rooms, not the sidewalk.

The bill

Consumption tax is 10% and is usually already in the number on a menu. A hotel bar often adds a service charge of 10–15%, or folds it in and says so (“税サ込”). The same yen figure at two hotels can mean different bills. When a venue says the service charge is extra, the deal note says so. A neighborhood bar rarely adds service.

There is no national rule against a cheaper drink for an hour, no Massachusetts-style ban, and no clock like Pennsylvania’s. The licence and the venue set the hours.

What the Atlas does not check yet

A Tokyo card does not yet know whether service is inside the yen figure. Read the note on the card. A deal that is a 60-minute free-flow is a package. The first wave is the hotel bars and one Marunouchi pub that publish the window on their own sites. The izakaya that is simply inexpensive is not in the list, on purpose.
