The rule
Texas allows timed drink discounts. Ordinary last call is 2 a.m.
The custom
Uptown and Knox-Henderson are the after-work walk. Downtown empties. The hour is social and a little dressier than a neighborhood bar in Austin. Steakhouse lounges do a real, early happy hour here, which is less true in cities where the steakhouse ignores the window.
