How happy hour works in Dubai
A licensed-room happy hour, usually inside a hotel, with a Friday brunch that is a different product, and a fasting month that moves the clock.

The rule
Alcohol only where the venue is licensed. Two-for-one in that room is a normal printed offer. Public drinking is not. During Ramadan, assume daytime service stops and anything after sunset has to be re-checked. The AED price usually already includes service, the municipality fee, and VAT.
The custom
DIFC is the after-work district, closest in spirit to a financial-center happy hour. Marina, Downtown, and the beach hotels are the visitor version: rooftops, 5 to 8, often buy-one-get-one. Thursday night is the start of the weekend, not Friday night alone. Friday brunch is unlimited food and a drinks package over several hours; do not read it as a per-cocktail happy hour.
