The rule
California allows timed drink discounts. The line licensees do not cross is free alcohol as a lure and games built around intoxication. Last call is generally 2 a.m.
The custom
There is no single 5 p.m. downtown. Santa Monica, Venice, Silver Lake, Los Feliz, Culver City, and Downtown are separate maps, and people rarely cross them for one round. Patios matter. The hour often runs 4 to 7, sometimes all night on a slow Monday. A hotel bar in West Hollywood is a different crowd from a wine bar in Los Feliz; both use the same state rule.
