How happy hour works in Philadelphia

A happy hour that is legal, short, and not allowed to be a two-for-one.

The rule

Pennsylvania gives a retail licensee at most 4 hours a day and 24 hours a week, ending by midnight, posted 7 days ahead, at one price for the whole window. Two-for-one, a bigger pour at the same price, and public all-you-can-drink are prohibited. One named product can be a daily drink special — a specific beer, not “all drafts” — without spending those hours. Up to two food-and-drink combination specials a day are allowed and do not use the clock.

The custom

Center City still mostly does a modest 4-to-6 or 5-to-7, well under the weekly cap, even after the cap rose in September 2024. The deal you want is a dollar-off glass or a short food menu, not a BOGO. South Philly and Fishtown run later and more neighborhood-shaped than the office core. State stores, not the bar, are where you buy a bottle to take home.
